SCOPE & LIMITS

Reading the public record with care

This policy applies to the main text, timelines, maps, military-conflict records, What's New, and the Research Library.

A personal and scholarly resource

This site is maintained by the author in his personal and scholarly capacity. The relationship between the author and affiliated organizations is governed by the AUTHOR statement above.

Based solely on publicly available information

The content is compiled only from sources available for anyone to verify, including statements by governments, militaries, and border authorities; court and treaty documents; and published reporting and research. No confidential, privileged, or non-public information is used, and no non-public meetings, participants, or discussions are described.

No legal or political adjudication

This site does not adjudicate sovereignty, territorial title, or the legal merits of either party’s claims. Descriptions of contested areas, incidents, and legal instruments record what has been asserted and decided publicly; they do not endorse any position.

Parallel treatment of both parties

The positions of both parties are presented in parallel and, where possible, with comparable specificity. Any difference in the volume of coverage reflects the quantity and quality of publicly available sources, not an editorial judgment about the relative merits of either position.

A provisional and evolving record

Facts concerning ongoing incidents are often disputed and may later be revised. Casualty figures, displacement estimates, and attributions of responsibility are presented with the reporting source and date, and are updated as the public record develops.
